HOW TO ACCELERATE GREEN TRANSFORMATION IN CHINA? AN EVOLUTIONARY GAME SIMULATION BASED ON GOVERNMENT, ENTERPRISE, AND PUBLIC

The green transformation of enterprises has become an inevitable alternative for high-quality, sustainable development in China. However, relying on government environmental regulations or economic incentives will likely cause "government failure" or "market failure". To better analyze the green transformation of enterprises with the joint participation of all stakeholders, this study first analyzed the internal relations reflecting the government, enterprises, and consumers. After simulations of three different develop scenarios by Python 3.7, it is believed that for Chinese cities with different types and stages of economic development and different policy combinations could be adopted to formulate targeted policies for enterprises or the public to accelerate the green transformation of Chinese urban enterprises. This study provides a feasible consideration for the government to adjust environmental policies in a timely manner when urban economic and social patterns change to optimize resource allocation provides policy suggestions for gradually establishing a green development mode featuring government regulation, market driving, and public participation.
