Amidst ongoing health reforms, the need for an efficient performance appraisal system in tertiary public hospitals is increasingly critical. This study aims to refine such systems to bolster management and enhance medical service efficiency, particularly in settings influenced by sports medicine and athletic health care. Leveraging the concept of "four-hospital linkage," which integrates various medical institutions, this approach is pivotal for advancing hospital reforms, enhancing management, and establishing effective incentives and accountability mechanisms. By drawing from the author’s experience and existing literature, this paper delves into constructing and implementing a performance appraisal index tailored for public hospitals. It examines the prevailing challenges and the current efficacy of these systems to propose improvements that support the ongoing evolution of hospital services, with specific reference to enhancing sports-related medical care. This refined index aims to guide the development of performance measures that directly contribute to the optimization of athletic health services, ensuring the sustainability and effectiveness of public hospitals in a reforming healthcare landscape.
